PRESIDENT MESSAGE-NOVEMBER
The Prime Minister of Malaysia, Y.A.B Dato’ Sri Mohd Najib bin Tun Abdul Razak have recently tabled the Budget 2017 on 21st October 2016. With the Budget, the Government is trying to undertake a delicate balancing act between maintaining fiscal prudence, managing growth as well as the people’s well-being. The Budget estimated that Malaysia’s economy is to grow 4-5 per cent in 2017, led by construction at 8.3 per cent; and services at 5.7 per cent and manufacturing at 4.1 per cent. The total allocation for Budget 2017 is RM260.8 billion and this is an increase of 3.4 per cent from the revised Budget 2016.
The Association welcomes the priority given to people-centric projects such as affordable housing, rural housing, clean water and electricity facilities, hospitals and roads for the rakyat. MBAM also wishes to express our appreciation for the reduction in the corporate tax for small & medium industries (SME) which will ease the cost of doing business and for maintaining the GST rate at 6%.
The following are the key events that happened in October 2016:
MBAM SCAFFOLDING COURSE (LEVEL 1 – BASIC)
Master Builders Association Malaysia (MBAM) has organized a series of scaffolding training for our Members and industry players. The Level 1 (Basic) Scaffolding Course 19th intake was successfully held on 3rd – 12th October 2016. This Competency Scaffolding training is approved and recognized by DOSH and is 100% HRDF claimable. Participating company will be given an approved 20 CIDB CCD Points for each employee who attended this training as well as 10 DOSH CEP Points.
CONSTRUCTION OCCUPATIONAL COMPETENCY DEVELOPMENT (COCD) PROGRAMME PRESENTATION OF CERTIFICATE FOR 7TH INTAKE

MBAM has successfully conducted two intakes (7th & 8th Intake) of the Construction Occupational Competency Development (COCD) Programme for Trade Supervisor (Foreman) from August 2016 to October 2016 in MBAM Training Centre. A total of 17 trade supervisors and 15 trade supervisors were trained for both 7th & 8th Intake, to make a total 136 trade supervisors trained since 2013. The programme was fully funded by the Construction Industry Development Board Malaysia (CIDB) with the primary objective to certify and register construction site personnel in particular site supervisor, site agent and site foreman. It is also MBAM’s intention that through this formalised construction competency training programme, the construction practitioners especially construction site personnel would have a better career development and advancement opportunity while improving the quality & productivity of local employee.
MBAM will continue to run the programme in 2017 with the continued support from CIDB. Please do look forward to our announcement of programme schedule for 2017!

MBAM Safety and Health Committee organised a Seminar on Safety, Health, Diseases & Amenities at Construction Sites for site personnel in the Construction Industry on 12th October 2016 at Armada Hotel, Petaling Jaya.
The seminar was graced by Encik Abdul Kahar Husain, Director, Department of Occupational Safety and Health (DOSH) Selangor as the Guest-of-Honour to officiate the seminar. In total 88 participants attended this Seminar. The seminar focused on Safety, Health, Diseases Prevention & Amenities at Construction Sites and saw presentations from representatives of government agencies such as Encik Ahmad Farrin Mokhtar, General Manager, Safety, Health, Environment, Quality (SHEQ), Construction Industry Development Board (CIDB), Dr Edrin Nazri Abdul Rasib, Medical Officer, Social Security Organization (SOCSO), Dr Shaiful Sharizal, Vector-Borne Diseases Division, Health Department of the Federal Territory of Kuala Lumpur, Ministry of Health (MOH) Malaysia, Puan Rusnah Binti Nanyan, Toxicology and Chemical Risk Assessment Section Head, Chemical Management Division (DOSH) and Mr Casper Chooi, Manager, Facilities & Operations, Cofreth (M) Sdn Bhd.

TACECA is currently undertaking a study to assess the impact of Delayed Payments on construction business with the intention to propose measures to mitigate the negative impacts. MBAM shared our initiatives especially on Construction Industry Payment and Adjudication Act (CIPAA) and the steps and efforts to realise the Act. Ms Tan Choy Lee, Taman Desa Brach Manager for Malayan Banking Berhad was also present to share information on banking facilities pertaining to contract financing.

It is also contemplated herein to assume the role of Front Runner to establish a social system in harmony with the development of social economy and environment through participation of a number of enterprises engaged in engineering business under the close cooperation with the government, academia and industry.
The purpose of the meeting was to promote their Project Management Seminar in Malaysia to our members. The organizer JLPW Strategic Consulting will extend a discount of 5% off the registration fee for MBAM members who wish to participate.

MBAM Fellowship No. 6/2106 sponsored by Emix Industry (M) Sdn Bhd and Starken AAC Sdn Bhd was held on 21st October 2016 at Eight Gourmets Gala (EGG) in The Pinnacle Annexe, Bandar Sunway. The fellowship recorded an attendance of 295 persons inclusive of 26 dart players. MBAM fellowship have always been a great platform for MBAM members to get to know each other better and to strengthen the bond between fellow members. It also provided a good platform for attendees to get to know each other who have come together tonight in the spirit of celebrating fellowship in the construction industry.
A token of appreciation to Emix Industry (M) Sdn Bhd representative, Mr Allan Yeong, General Manager and Starken AAC Sdn Bhd representative, Mr Ng Wai Luen, Executive Director as well as certificates to other sponsors for the night was presented before the fellowship concluded.

The Mini Darts Competition saw the participation of 26 players, and after a night of intense competition, the winners were as follows:

- 1st Runner up – Desmond Woon Kok Ping from Lafarge Holcim
- 2nd Runner up – Chia Seng Kah from MMC Gamuda
Apart from the darts competition, the evening’s entertainment was provided by performance from a renowned live band, Mad Sally. The 7-piece band performed 3 sets of high energy live performance which was well received by the audience. In conclusion, the MBAM Fellowship gathering No. 6/2016 with the Darts mini competition had proven to be one of the most well attended Fellowship events this year, and the guests had an enjoyable evening of camaraderie and fun.

MBAM Safety and Health Committee together with the Sarawak Building & Civil Engineering Contractors Association (SBCECA) jointly organised a 2-Day Seminar on Occupational Safety & Health (OSH) and Hazard Identification, Risk Assessment & Risk Control (HIRARC) in Construction Industry for safety personnel in the Construction Industry on 27th and 28th October 2016 at Imperial Hotel, Miri, Sarawak. This seminar was attended by more than 130 participants.
We are honoured to have Tuan Haji Arahman Bin Jamel, Deputy Director, Department of Occupational Safety and Health (DOSH) Sarawak attending as the Guest-of-Honour to grace and officiate the said seminar on 27th October 2016.
