PRESIDENT MESSAGE – JUNE 2012

ONE DAY SEMINAR: UPDATE ON CONSTRUCTION AND CONTRACTUAL ISSUES IN MALAYSIA

Master Builders Association Malaysia (MBAM) and Penang Master Builders and Building Materials Dealers Association (PMBBMDA) jointly organized the “One Day Seminar: Update on Construction & Contractual Issues in Malaysia” in Cititel Hotel, Penang on Tuesday, 29th May 2012. Y.B. Mr Lim Hock Seng, Chairman of Penang State EXCO for Public Works, Utilities and Transportation delivered the Keynote Address. The one day seminar with respected speakers from the industry was organized as part of MBAM’s continuing education programme with PMBBMDA.

Topics covered in the Seminar were:

MBAM DIALOGUE WITH AFFLIATE MEMBERS 2012 ON FRIDAY, 15TH JUNE 2012

Please be advised that there will be an Affiliate Members Dialogue 2012 scheduled on Friday, 15th June 2012 at 9.00 a.m. in Sunway Resort Hotel & Spa in Cancun Level 10. We are looking forward to meet up with Affiliate Associations to discuss issues affecting MBAM members.

The Agenda will be:

1) Welcome Remarks by MBAM President

2) Discussion on issues affecting the construction industry. The proposed issues to be discussed include:-

(1) Update Status on Construction Industry Payment and Adjudication Act (CIPAA);
(11) Amendments to Construction Industry Development Board (CIDB) Act 520;
(111) Human Resources and Manpower Issues- 6P and Foreign Workers;
(1V) Collaboration With Institute of Professional Development (IPD)-Open University Malaysia (OUM) on Industrial Executive Diploma and Executive Bachelor Programmes;
(V) MBAM Site Safety Supervisors (SSS) Training Course;
(V1) Proposed Trade Foreman Training;
(V11) Proposed New Category of Registration for CIDB National Accredited Renovators (CNAR) and also a Training Programme for CNAR and

A press conference would be held at 11.30 a.m. to brief the industry on the latest issues affecting the construction industry.

58TH MBAM ANNIVERSARY DINNER 2012

Master Builders Association Malaysia (MBAM)  will be organizing our 58th MBAM Anniversary Dinner 2012 on 15th June 2012 at the Grand Ballroom, Level 15, Sunway Hotel Resort Hotel and Spa. This prestigious and much anticipated annual dinner for the Malaysian construction industry is once again expected to bring together Minister, Heads of Government Departments and agencies, industry stakeholders, leaders of professional organizations and leading construction firms in Malaysia and ASEAN region.  The theme for this year’s dinner is “Building a Better and Sustainable Future”. This theme has been chosen to reflect our keen commitment in inculcating greater awareness on the need to lead our building industry to create a more sustainable future.

MBAM ANNUAL SAFETY & HEALTH CONFERENCE 2012

The Safety and Health Committee of MBAM is organizing the MBAM Annual Safety & Health Conference 2012 on 19th & 20th June 2012 (Tuesday & Wednesday) at Ballroom 1, Sime Darby Convention Centre, Kuala Lumpur. The Annual Conference is supported by the Social Security Organization (SOCSO) and endorsed by the Department of Occupational Safety & Health (DOSH) as one of the Continuous Education Programmes (CEP).
Objectives of this year’s Conference are:

  1. To promote the importance of having good practices in Safety & Health by inculcating best practice of OSH Management System and policies to protect workers from occupational hazards and risks:
  2. To reduce incidents / accidents at work place;
  3. To enhance the productivity and efficiency at workplace as well as to enhance company’s reputation.

In support to the Government’s initiatives to meet the goals as underlined in the Economic Transformation Programme (ETP), MBAM hopes that the Industry will move forwards and transform into another level of Excellency through Safety. TALK ON CIDB AMENDMENT ACT 2011 & 58TH MBAM ANNUAL GENERAL MEETING ON SATURDAY, 30TH JUNE 2012 AT THE BANQUET HALL, LEVEL 1, KUALA LUMPUR GOLF & COUNTRY CLUB

We hope MBAM members can block Saturday, 30th June 2012 to attend the talk on   “CIDB Amendment Act 2011” at 9.00 a.m. followed by the 58th MBAM Annual General Meeting at the Banquet Hall, Level 1, Kuala Lumpur Golf & Country Club.

A bill known as the Lembaga Pembangunan Industri Pembinaan Malaysia Bill was tabled for the first time in the Malaysian Parliament on 14 April 1994.  Royal assent was given on 24 June 1994 and on 7 July 1994 the Lembaga Pembangunan Industri Pembinaan Malaysia Act 1994 (Act 520) was published in the Federal Gazette.  The Act came into force on 1 December 1994.  We are aware of the objectives of the Act namely is to promote and develop the Malaysian construction industry, and secondly, to lay the groundwork for the participation of the Malaysian construction industry in the international construction market. 

Today, we have the Lembaga Pembangunan Industri Pembinaan Malaysia (Amendment) Act 2011 and this Amendment Act amends the Lembaga Pembangunan Industri Malaysia 1994 by incorporating new provisions.  The amendment was apparently necessitated by the lack of powers of the Lembaga or CIDB to deal with several construction failures in recent years.  This is evident by expanding the functions in the Amendment Act to include attending to any complaint or report made in relation to any failure of construction works or completed construction works which affects public safety and to take appropriate actions to address it.  The Parliament has approved the amendments made to the Construction Industry Development Board Amendment (CIDB) Act 1994 at end of 2010.

The new provisions in the Act which are not in the Principal Act include:

  • Registration, accreditation, certification and training of construction personnel
  • Accreditation of contractors
  • Standards and codes of practice in the construction industry
  • Statutory duty of the contractors
  • Enforcement and investigation

Thus, the objective of this talk  to be delivered by Hj Abdul Razak bin Husin, CIDB Malaysia  is to provide an insight of the new amendments to the CIDB Act to the construction industry players.
