PRESIDENT MESSAGE- DECEMBER
With the coming of 2018 in a few weeks, MBAM have started to rigorously plan out our events for next year. We can assure you that next year will be another year packed with events to further invigorate and energise the construction industry. After all, next year will be the biggest year for MBAM as we will be organising the 44th International Federation of Asian and Western Pacific Contractors’ Associations (IFAWPCA) Convention at Kuala Lumpur Convention Centre. I believe with everyone’s commitment we will be able to pull through 2018 with a breeze. On another note, the Christmas Celebration is just around the corner. May the spirit of Christmas brings you happiness, love and peace. Merry Christmas everyone!

The MBAM Human Resources Committee organised the Talk on Jabatan Tenaga Kerja’s Requirements for Recruitment of Foreign Workers on 1st November 2017 at MBAM Training Centre. The talk was attended by 71 participants. The Ministry of Human Resources (MOHR) and the Construction Industry Development Board Malaysia (CIDB) are currently working closely in updating the “Minimum Standards for Workers’ Housing and Facilities Act 1990 (Act 446) in line with the MOHR’s effort to synergize the minimum standards for workers’ housing and facilities across all sectors in Malaysia. The objectives of the talk were:
- To create awareness among members on the latest JTK’s requirements for the employment of foreign workers in the construction industry, and including the new requirement for workers’ accommodation.
- To create a platform for MBAM members to raise queries on other issues arises when dealing with CIDB or JTK on this matter.
The invited speakers were:
- Mr Wan Zulkfli bin Wan Setapa, Deputy Assistant Director, Department of Labour, Peninsular Malaysia.
- Mr Khairunnizam Sulaiman, Senior Manager, Safety Unit, Construction Technology Development Sector, Construction Industry Development Board Malaysia.
MBAM ONEBUILD EXHIBITION 2017

The inaugural MBAM-OneBuild Construction Exhibition 2017 was held from 2nd – 4th November 2017 at the Kuala Lumpur Convention Centre. The event was officiated with a ribbon-cutting ceremony by Tan Sri Dr. Ir. Ahmad Tajuddin Ali, Chairman of CIDB Malaysia, who was joined by Organising Chairman of MBAM OneBuild, Tan Sri Dato’ A K Nathan, Managing Director of One International Exhibition Sdn Bhd, Mr Lim Kean Boon and I. The event was also attended by Presidents and Representatives of Endorsement Bodies as well as Supporting Associations.
The exhibition was successfully held with the support of 157 exhibitors and 259 exhibition booths. With the success of this exhibition, it will become an annual event in MBAM’s calendar and we hope for your continuous support to ensure the continued success of this programme.

The large turnout for the MBAM Building and Construction Conference 2017
Co-organised by MBAM and CIDB Malaysia, the inaugural edition of MBAM Building & Construction Conference 2017 was successfully held at the Kuala Lumpur Convention Centre on 2nd November 2017. The event was held in conjunction with the MBAM OneBuild Exhibition 2017 organised on 2nd to 4th of November 2017 at Exhibition Hall 1 and 2, Kuala Lumpur Convention Centre.
Organised with the theme “Technology Advancement with Stakeholders Collaboration”, 423 participants attended the keynote address and the three forum sessions featuring 15 panellists and moderators who came from various backgrounds: Government, associations, academicians and the private sector. The keynote address was delivered by Dr John Keung, Dean of Building and Construction Authority Academy, Singapore.
The MBAM Building and Construction Conference 2017 was organized by MBAM, driven and dedicated to improve the collaboration between architects, consulting engineers and contractors, for the betterment of the construction industry. We look forward to organize the next edition of the Conference next year to continue.

The winners of the MBAM Building Design Competition
The announcement of the winners for the MBAM Building Design Competition was held during the Opening Ceremony of the MBAM Building and Construction Conference 2017. The Chairman of CIDB Malaysia, YBhg. Tan Sri Dr Ir. Ahmad Tajuddin bin Ali accompanied by MBAM Deputy President, Tan Sri Dato’ A K Nathan and I presented the prizes to the winners.
The Panel of Jury had decided to award prizes to the following entries:

- Ar Town Planner Haji Mohd Nazam Bin MD Kassim, Focus Architects and Urban Planners Sdn. Bhd
- Ar Lau Kim Too
Both receiving RM5,000.00 and a certificate each.
However, Ar Lau Kim Too was not able to attend and was duly acknowledged.
Third Prize Winner
- Ar. Foo Hui Ping from Arkitek Foo Hui Ping receiving RM15,000.00 and a certificate.
Joint Second Prize Winners
The panel jurors after extensive deliberation have decided to award two joint Second Prize winners. Each received RM35,000.00 and a certificate. The joint winners are:
- Ar Chan Chin & Yeow with Chua Yheu-Shen from CY Chan Architect; and
- Ar Hung Sing Ing from MOA Architects Sdn Bhd
There is no first prize winner. After the announcement of winners, YBhg. Tan Sri Dr. Ir. Ahmad Tajuddin was invited to officiate and tour the inaugural MBAM Onebuild Building and Construction Exhibition at Halls 1 and 2, Kuala Lumpur Convention Centre.

On 5th November 2017, the Sarawak Building & Civil Engineering Contractors Association Dinner was held at Kingwood Ballroom, Kingwood Hotel, Sibu. The President of the Sarawak Building & Civil Engineering Contractors Association (SBCECA), Mr Tang Yu Chang and his committee welcomed the MBAM delegates.
MBAM wished to thanked and congratulate SBCECA for their success. To commemorate the occasion an exchange of memento was performed between the MBAM President and SBCECA President.
DIALOGUE BETWEEN MBAM AND SARAWAK BUILDING & CIVIL ENGINEERING CONTRACTORS ASSOCIATION

The dialogue between MBAM and SBCECA was held on 5th November 2017 at Perdana Room, Kingwood Hotel. The Honorary Secretary of the Sarawak Building & Civil Engineering Contractors Association (SBCECA), Mr Siek King Kuong, in his opening address on behalf of their President, Mr Tang Yu Chang welcomed the MBAM delegates which comprised of MBAM Vice President, Ir. Chuan Yeong Ming, Assistant General Manager, Mr Michael Thong, Executive Officer, Ms Abbie Ng and I to the dialogue. I thanked SBCECA for their hospitality and invitation to the dialogue. Common issues such as foreign workers, CIDB Act 520 (amendment) and Construction Industry Payment and Adjudication Act (CIPAA) were discussed.
The SBCECA Honorary Secretary, Mr Siek King Kuong concluded the dialogue and thanked MBAM and invited all present for a group photo to commemorate the event.
3 DAYS QLASSIC TRAINING –1ST INTAKE

MBAM Technical Committee together with the Construction Industry Development Board (CIDB) jointly organised a QLASSIC Awareness & Assessor Training on 9th to 11th November 2017. The Deputy Chairman of Technical Committee cum MBAM Council Member, Mr Nalla Sundran officiated the opening ceremony of the training which saw the participation of 31 attendees. The training was subsidised by CIDB and the 3-day training was led by YBhg. Dato’ Ir. Laxana Naidu of Sysnovate Solutions Sdn Bhd.
The course was held with the aim of providing a practical understanding and application QLASSIC CIS 7:2014 assessments for building projects as well as developing competent and qualified assessor through in depth understanding and application of QLASSIC CIS 7:2014 standard. QLASSIC (Quality Assessment System in Construction) is developed by the Construction Industry Development Board (CIDB), Malaysia in conjunction with major construction industry stakeholders.

CIDB e-Construct Services Sdn Bhd invited MBAM to visit the new myBIM Centre at Level 11, Sunway Putra Tower. MBAM ICT Committee went for the visit on 14th November 2017. CIDB e-Construct Training Coordinator, Mr Mohd Fakhran introduced and explained the vision of myBIM and existing scenario of our construction industry related to BIM approach. myBIM Centre is the premiere national One-Stop-Centre facilitating the implementation of Building Information Modelling (BIM) in Malaysia via various initiatives parallel to the aspirations of Construction Industry Transformation Program (CITP) 2016-2020.
myBIM centre has facilities including myBIM Studio for BIM Training and Practitioners, myBIM Lab to facilitate the conduct of training and class, myBIM Seminar ideal to organise talk, mini seminar, product launch, briefing and shows, as well as 5 Showcase areas for exhibitors at the foyer of myBIM Centre. Currently myBIM centre equipped with latest and well-known BIM software such as Autodesk, Revit, CubiCost, Bentley and many others.
Mr Rofizlan, CEO of CIDB e-Construct introduced myBIM library which is to help facilitate construction industry players to adopt BIM approach. It has the potential to simplify the relevant consultant to develop a BIM model using components platforms available online.
Collaboration training with MBAM will commence next year after detailed discussion on the collaboration of the training programme before the end of this year or early next year.
CIDB STATISTICS, INDICES IN CONSTRUCTION & AUTOMATION FORUM 2017 (SICA FORUM 2017)

The SICA Forum 2017 with the theme “Capitalizing Big Data , Optimizing Productivity” which was the third in the series of the annual forum since its inception by CIDB in 2015 was officiated by the Minister of Works, Dato’ Sri Haji Fadillah Bin Haji Yusof. The forum was held on 16th November 2017 at Renaissance Hotel, Kuala Lumpur. The objectives of the forum were to enable the construction players to discuss and gain deeper insights on the potential of “Big Data” analytic in transforming the Malaysian construction industry to be more productive and to provide a platform for members of the construction industry to share experiences and best practices on how big data analysis could lead to better construction management decisions and strategies.
The first forum on “The Current Scenario of Data Compilation for Construction Industry in Malaysia: What’s the Next Move” and the second Forum on “Creating Value to Data and Statistics in increasing Productivity and Predicting Life Cycle” had panel members from the Master Builders Association Malaysia, Building Materials Distributors Association Malaysia, Khazanah Research Institute, Department of Statistics, National Property Information Center, Institute of Value Management Malaysia and Construction Industry Development Board.
POLITEKNIK UNGKU OMAR’S CEO FACULTY TALK
MBAM Vice President and Chairman of Education Committee, Tan Sri Dato’ Sri Sufri Mohd Zin was invited to deliver the keynote address for the CEO Faculty Talk held on 16th November 2017 at Dewan Jubli Perak, Politeknik Ungku Omar, Ipoh. The Talk was held in conjunction with the Civil Engineering Technology Conference and Exhibition. Tan Sri Dato’ Sri Sufri talked on the topic of Enhancing Employability of Young Professionals in Construction Industry. He later took on questions from the floor.
After the talk, Tan Sri Dato’ Sri Sufri toured the WBL Semester 8 Student Final Year Project Presentations. There were about 30 final year projects on display at the exhibition area. After that , Tan Sri Dato’ Sri Sufri and the attendees from TRC was given a tour of the almost completed TRC Edu Centre, a project by TRC for Politeknik Ungku Omar to modernise the teaching facilities available at the Polytechnic.

The MBAM Finance Committee organised the MBAM Budget 2018 Talk on 17th November 2017 at MBAM Training Centre. The event was attended by 61 participants and was officiated by the MBAM Treasurer General, Mr Kenneth Liew. MBAM Honorary Advisor (taxation) and Managing Director of Deloitte Malaysia, Mr Yee Wing Peng led the talk by sharing the updates on Budget 2018.
Mr Yee has more than 21 years of experience in audit and tax, specializes in group tax planning, corporate tax restructuring, cross border tax structuring and tax advisory. He highlighted 2018 Budget key changes on personal/corporate income tax, investment incentives, stamp duty, RPGT and GST. He added that TN50 was introduced, however there are challenges faced by Malaysia such as digitalization and technological breakthrough, rapid urbanisation as well as ageing population. Also highlighted were updates on Budget 2018’s fund allocation for various sectors.

MBAM together with Penang Master Builders & Building Materials Dealers Association (PMBBMDA) jointly organised the 2 day seminar on Occupational Safety & Health (OSH) and Workshop on Mobile Elevated Work Platforms (MEWPs) on 20th & 21st November 2017 at Sunway Hotel Seberang Jaya, Penang. It is aimed to enrich the standard of safety and health at construction work sites by creating awareness among the employers and construction site personnel on the importance of practicing high standard of occupational safety management at construction project sites. A total of 67 participants attended the seminar.
We are honoured to have Deputy Director of Technical Services Division, Department of Occupational Safety & Health (DOSH) Penang, En Idris Bin Abdul Rahman as the Guest-of-Honour to grace and officiate the opening ceremony on the second day of our seminar. This two full day seminar was essential for all construction safety personnel who are responsible for occupational safety and health.

The MBAM Publications & Outreach Committee have successfully organized the MBAM Futsal Tournament 2017 on 25th November 2017 at Samba de Futsal, Petaling Jaya. The event, which was sponsored by UAC Berhad, was held to enhance the camaraderie between MBAM Members and to celebrate the spirit of sportsmanship.
The Futsal Tournament was first held in 2014 and this year the Tournament saw the record participation of 32 teams from MBAM Ordinary Members and members of MBAM Affiliate, NRMCA. Attending the Tournament to support their teams was MBAM Deputy Secretary General, Mr Ong Ka Thiam, and MBAM Council Member, Datuk Astaman Abdul Aziz.
After a day of intense matches, the results were as follows:
Champion – Redscape from Norwest Sdn Bhd winning the Champion’s Trophy, medals and RM800.00 cash
1st Runner Up – Sunway Construction Sdn Bhd winning medals and RM600.00 cash
2nd Runner Up – Eversendai Construction Sdn Bhd winning medals and RM400.00 cash
MBAM hopes everyone had a good time at the Tournament and looks forward to host the next Tournament in 2018.
