NOTIFICATION: UTILIZATION OF THE FOREIGN WORKERS CENTRALIZED MANAGEMENT SYSTEM (FWCMS) FOR APPLICATIONS OF FOREIGN WORKER EMPLOYMENT QUOTAS
Please be informed that effective from 15 April 2026, all applications for foreign worker employment quotas including applications for Kelulusan Awal Menggajikan Pekerja Asing under Seksyen 60K Akta Kerja 1955; quota applications and appointment scheduling will be fully implemented through the Foreign Workers Centralized Management System (FWCMS), which is accessible at: https://fwcms.com.my/ .
The application flowchart through this system is provided in Lampiran A as attached.
Please note that quota applications are subject to the remaining 2025 quota ceiling and are limited to the sectors and subsectors that have been designated. Applications for each sector or subsector will be closed once the limit has been reached. Eligibility requirements, application criteria, and the checklist are provided in Lampiran B as attached.
In line with the implementation of the FWCMS, obtaining queue numbers through the existing Sistem Temu Janji will no longer be used for new applications. However, the Sistem Temu Janji (https://que05-my.qbe.ee/KDN-OSC) will still be used for the following matters:
- Interviews after approval of Section 60K; and
- Applications for employer transfer.
Please take note that any applications submitted through channels other than the FWCMS after the effective date will not be processed.
