NOTIFICATION AND ANNOUNCEMENT ON APPLICATION FOR FOREIGN CONSTRUCTION WORKERS UNDER SPECIAL APPROVAL

We are pleased to inform that through a circular issued by the Construction Labour Exchange Centre Berhad (CLAB) dated 21 October 2025, the CLAB has been mandated by the Government to manage the special approval quota for the recruitment of foreign construction workers from Bangladesh, to meet the manpower needs of the construction industry in Malaysia.

Through this initiative, eligible contractors will benefit from a faster, more transparent, and structured application process to address the shortage of workers at construction sites. 

Details of the Special Approval Application are as follows:

• This special approval is specifically for foreign workers from Bangladesh only.
• Applications for the special approval quota can be made directly through CLAB.
• The quota is limited and will be processed on a first-come, first-served basis.
• Application closing date: 31 December 2025.
