NOTICE REGARDING THE DETERMINATION OF THE ELIGIBILITY OF THE CONSTRUCTION PROJECT MANAGER WHO SIGNED FORM G BASED ON THE AMENDMENT OF THE UNIFORM BUILDING BY-LAW (UBBL) 1984 (AMENDMENT 2021)
The Malaysian Government has approved amendments to UBBL 1984 through the 78th National Council for Local Government on 13 July 2021. Among the amended items is By-law 5 which stipulates the need for a construction project to be supervised full-time by a Construction Project Manager and Construction Site Supervisor who have been certified by CIDB. In addition, the amendment also approves that Form G submitted to obtain a Certificate of Completion and Compliance (CCC) must be certified by a Construction Project Manager accredited by CIDB.
In an effort to ensure that this amendment can be implemented smoothly and does not affect industry players, CIDB has collaborated with the Local Government Department (JKT), the Board of Engineers Malaysia (BEM) and the Board of Architects Malaysia (BAM) to determine the qualifications of Construction Project Manager. The agreement between all parties involved has been detailed in CIDB Circular Letter BiI.3/2023.

DETERMINATION OF ELIGIBILITY OF CONSTRUCTION PROJECT MANAGER WHO SIGNS THE FORM G BASED ON UNIFORM BUILDING BY-LAWS (UBBL) 1984 (AMENDMENT 2021)
- PURPOSE
- This Circular is prepared to inform all construction stakeholders on the decision of the Government on the determination of eligibility of Construction Project Manager who signs the Form G based on the Uniform Building By-Laws (UBBL) 1984 (Amendment 2021).
- BACKGROUND
- UBBL 1984 is a By-Law that defines the minimum requirements related to construction of road, drain and building under the jurisdiction of local authorities in Peninsula Malaysia. This By-Law need to be complied by anyone involved in the construction activities.
- On 13 July 2021, the 78th National Council for Local Government (MNKT) meeting has approved the amendment to the UBBL. Amongst the amendments made to the UBBL was the requirement that a construction project must be supervised full time by Construction Project Manager and Construction Site Supervisor who have been endorsed and accredited by CIDB Malaysia as defined under By-Law 5.
- In addition, the amendments also approve that the submission of Form G for the purpose of obtaining the certified Certificate of Completion and Compliance (CCC) must be endorsed and certified by Construction Project Manager who has been endorsed and accredited by CIDB Malaysia.
- DETERMINATION OF ELIGIBILITY OF CONSTRUCTION PROJECT MANAGER WHO SIGNS FORM G BASED ON UNIFORM BUILDING BY-LAWS (UBBL) 1984 (AMENDMENT 2021)
- The definition used to explain the meaning of Construction Project Manager and Construction Site Supervisor are as follows:-
- Construction Project Manager – refers to those who have been commissioned as Certified Construction Project Manager (CCPM) or Certified Construction Manager (CCM) by CIDB Malaysia.
- Construction Site Supervisor – refers to those who have been commissioned as Certified Construction Site Supervisor (CCSS) by CIDB Malaysia.
- For Form G certification, the eligibility of the Construction Project Manager who are allowed to certify are as follows:

Project Construction Cost Eligibility of Construction Project Manager RM20million and above (>RM20million)
- Certified Construction Project Manager (CCPM); or
- Certified Construction Manager (CCM)
Above RM1million up to RM20million
- Certified Construction Project Manager (CCPM); or
- Certified Construction Manager (CCM); or
- Construction Personnel who have the minimum qualifications of a Diploma in technical fields related to construction and registered with CIDB under Construction Project Manager category (contractor Grade G4, G5, G6 and G7).
RM1million and below - Certified Construction Project Manager (CCPM); or
- Certified Construction Manager (CCM); or
- Construction Personnel who have the minimum qualifications of a Diploma in technical fields related to construction and registered with CIDB under Construction Project Manager category; or
- Certified Construction Site Supervisor (CCSS)
- The definition used to explain the meaning of Construction Project Manager and Construction Site Supervisor are as follows:-
- FAILURE TO COMPLY IMPLICATION
Industry players who failed to comply with this determination may affect its application to obtain the Certificate of Completion and Compliance (CCC) to be rejected by the Local Authority.
