Editor’s Note Dear readers, This issue marks the return of Master Builders Journal from 3 issues a year to 4 issues a year. This is a good sign for the industry as it means we have more news to fill the issues compared to the last two years when the industry faced stricter times due to the effect of the COVID-19 pandemic. The Association is now able to hold more events, including face-to-face meetings, seminars, training, fellowship gatherings and outreach activities. As such, we have more activities to report to our members and readers who follow the Malaysian construction industry. For this issue, we have our Cover Story on the Adoption of Construction 4.0 in the Malaysian Construction Industry. For the past few decades, we have represented Malaysia’s construction industry as its voice during various key phases. Dedicated towards promoting and developing the construction industry in Malaysia, MBAM has evolved into a cohesive umbrella organisation. We have earned international recognition through our affiliations with the International Federation of Asian and Western Pacific Contractors’ Associations (IFAWPCA) and the ASEAN Constructors Federation (ACF). We have also successfully hosted the 20 th , 29 th and 44 th IFAWPCA Conventions in 1983, 1998 and 2018 respectively. Through the memberships in IFAWPCA and ACF, the MBAM members are part of the international construction fraternity. MBAM is also a member of The Building Industry Presidents’ Council (BIPC), where members comprise of Presidents from Pertubuhan Akitek Malaysia (PAM), The Institution of Engineers Malaysia (IEM), Association of Consulting Engineers Malaysia (ACEM), Real Estate and Housing Developers’ Association (REHDA), Malaysian Institute of Planners (MIP) and Royal Institution of Surveyors Malaysia (RISM). The formation of BIPC is a quantum leap in terms of cooperation among the industry players in the country to look into the interest of the construction industry from a wide spectrum of trades. MBAM members are also from entities that are directly and indirectly linked to the construction industry. This includes specialist sub-contractors, building material suppliers, manufacturers and trading companies. With both local and international presence, MBAM is well poised to effectively represent the Malaysian construction industry as a single, unifying voice to the relevant government authorities as well as various organisations and bodies. New Members as at 14 th April 202314 MASTER BUILDERS JOURNAL #127 From the Desk of Oliver HC Wee MBAM President Budget 2023: More is Needed for the Construction Industry MBAM notes that the announced Budget Retabulation 2023 does not undertake many mega projects. The immediate implementation of such projects would allow the construction industry to benefit from the multiplier effect from them, and eventually help the construction industry to recover. Many construction players and the construction sub-sectors are waiting to return to normal in terms of the construction volume of business. Without such key mega projects, the recovery of the construction industry will be delayed at the expense of the contractor’s survival. Signing of Memorandum of Understanding (MOU) On 24 February 2023, MBAM signed an MoU with the China Enterprises Chamber of Commerce in Malaysia’s (CECCM) Construction Industry Working Committee (CCIWC), as part of its effort to promote mediation in resolving contractual disputes in the construction industry. During the MoU signing ceremony, CCIWC President Lyu En expressed his appreciation to MBAM for the collaborative partnership and called upon all CECCM members to make full use of the mediation services provided by MBAM. He also hopes that the signing of the MoU would also promote greater collaboration between both parties in the future. Through this MoU, MBAM will be able to advise both MBAM and CECCM members on reducing legal disputes while also choosing mediation as a better alternative to resolve disputes. MBAM has its MBAM Mediation Services (with its rules and regulations together with the panel of mediators) in which the mediation services are offered to CECCM members at an affordable cost. Appointment as Panel of Experts (POE) and POE Meeting 1/2023 —Ministry of Local Government I am honoured to be appointed as a panel expert for the above, with a ceremony to present the letter of appointment and the first meeting held on 22 March 2023. This appointment provides a platform for MBAM to highlight issues relevant to the rakyat, and to advise on programmes and policies under the purview of the ministry such as housing, local government, urban sustainability, and solid waste management. This is the second POE team under KPKT. The POE is chaired by Minister Nga Kor Ming, while the alternate chairman is Tan Sri Mohd Khairul Adib Abd Rahman, former Chief Secretary of the Public Service (KPPA) and Chairman of the Civil Aviation Authority of Malaysia (CAAM). Collectively, these technologies will bring about increased productivity, improved accuracy, enhanced safety, cost savings, sustainability and reduced environmental impact, better collaboration and communication among stakeholders, and increased customer satisfaction. These advancements will drive innovation, efficiency, and sustainability, ultimately leading to improved project outcomes and a more streamlined construction process. Master Builders Journal recently interviewed three key industry leaders to gain insights into the adoption of Construction 4.0 in Malaysia, the challenges they face, and their journey towards embracing these advancements. COVER FEATURE Some countries, like Singapore, offer various incentives to encourage the adoption of digital and technological innovations. In your opinion, what incentives would you like to see from the Government in assisting the Malaysian construction industry? The Malaysian government already provides assistance in this area. For instance, Bank Negara Malaysia (BNM) offers the SME Automation and Digitalisation Facility (ADF), which provides financing of up to RM 3 million for a maximum period of 10 years, at a financing rate of up to 4 percent per annum. However, there is a need for increased awareness of such facilities, as well as the availability of better soft loans, incentives, and matching grants to support construction companies in initiating their digitalisation journey. Malaysia has always attracted cheap labour from its regional neighbours like Indonesia, Nepal and Bangladesh. However, the COVID-19 pandemic has impacted the availability of these workers. In your opinion, is now the best time for the construction industry to move from cheap labour to improving Oliver HC Wee MBAM President / Tim Sekata Sdn Bhd Q: Digital and technological innovations are transforming construction project delivery globally. How would you rate the Malaysian construction industry's adoption of Construction 4.0 compared to more advanced countries like Singapore or Australia? A: It is challenging to provide a direct comparison without specific data on the level of adoption of Construction 4.0 technologies in the Malaysian construction industry in relation to Singapore or Australia. However, generally, more advanced countries tend to exhibit a higher level of adoption. Despite the encouragement and support provided by the Malaysian government and various agencies, the construction industry's adoption rate of Construction 4.0 technologies still appears to be relatively low. efficiency and productivity through mechanisation, BIM, IBS, etc? Foreign labour is not actually cost- effective due to the lack of skills upon their arrival. In fact, considerable resources are often required for rectification and to address issues related to delays. The implementation of practices like Building Information Modeling (BIM) and Industrialized Building Systems (IBS) to enhance efficiency and productivity could have been pursued even before the impact of COVID-19. However, it is crucial to emphasise the need for synchronisation, not just within the construction industry but also across relevant ministries and government authorities, to ensure the effective adoption of technology. What are the barriers, aside from the cost of adopting new technologies, that hinder the Malaysian construction industry from embracing Construction 4.0? Under the current industry circumstances, if companies consider new technology solely as a cost, there will be limited progress in terms of adoption.
