DOSH ORDER ON PREPARATION OF INSTRUCTION MANUAL BY MANUFACTURER OF PREFABRICATED FRAME (A-FRAME) AND MODULAR SCAFFOLDING BASED ON MS 1462-3-1 CLAUSE 9.3 IN COMPLIANCE WITH OCCUPATIONAL SAFETY & HEALTH ACT (OSHA) SECTION 20(1)(c)
We would like to inform that the Department of Occupational Safety & Health (DOSH) has issued the above-mentioned Order for Members’ attention.
DOSH noted that there are increasing number of fatal accidents cases and unsafe acts in dealing with installation, usage and refurbishment of prefabricated frame scaffolding (A-frame type) and modular systems. As a designer, manufacturer, or supplier of plant, such as prefabricated frame and modular scaffolding, the owner has a duty under section 20(1)(c) of the Occupational Safety and Health Act (OSHA) to take necessary steps to ensure that adequate information is available regarding:
(a) the design and testing of the plant; and
(b) the conditions necessary to ensure the safe use of the plant
To comply with this legislation, all designers, manufacturers, or suppliers of prefabricated frame and modular scaffolding are required to provide an instruction manual for prefabricated frame and modular scaffolding that complies with clause 9.3 of MS 1462-3-1:2011 Metal scaffolding – Part 3: Prefabricated scaffolds – Section 1: Specification for steel and aluminium modular system scaffolding. Enclosed here with Annex A – lists of information for prefabricated frame and modular scaffolding that needs to be provided.
The instructions manual for prefabricated frame and modular scaffolding can be developed through the collaboration of all designers, manufacturers, or suppliers, and other relevant stakeholders. This is to ensure that a comprehensive and uniform guide on the safe use of prefabricated frame and modular scaffolding can be established for reference and training purposes. This manual shall be implemented immediately and will come into effect on 1 June 2024.
The manufacturers’ instructions manual shall be provided to all employers and contractors utilizing prefabricated frame and modular scaffolding at construction sites. Employers and contractors are required to utilize the information or guidance contained in this manufacturer’s instructions manual to conduct necessary training for all involved workers (installers, inspectors, and supervisors).
