Application for Foreign Workers’ Quota on a Case-by-Case Basis
With the announcement on 21 October, 2024, of the continued freeze on the foreign workers’ quota, the government has also agreed to open the quota on a case-by-case basis, in line with urgent and reasonable needs, and according to regulations set by the relevant sector’s regulatory agency (AKS).
Applications for the Construction Industry will open on 4 November, 2024. Please note that applications are only permitted for government projects and can only be submitted by the main contractor or the nominated sub-contractor (NSC), verified by the implementing agency (such as Jabatan Kerja Raya or the relevant ministry or department).
Companies may submit applications and attend interview sessions as detailed in Appendix A at:

Companies attending interview sessions must bring completed documents as per the checklist. Forms, checklists, conditions, and assessment criteria are available on the KDN website at www.moha.gov.my under the Immigration Affairs link.
